| Guidelines for Participation |
The purpose of this policy is to provide guidance to business entities wishing to be recognized as OneNet Approved Service Providers. Such recognition authorizes business entities to represent themselves to current or potential clients as OneNet Approved Service Providers. The OneNet Approved Service Provider Program is designed to provide OneNet clients' turnkey voice, video and data communications solutions.
The Program is for outstanding service providers who have a reputation for quality workmanship, quality service and integrity. The minimum requirements for participation in this Program are stringent by design. It is the goal and intent of OneNet to identify those companies most able to meet the needs of OneNet clients, as described below. OneNet clients will be provided an updated list of qualified OneNet Approved Service Providers on a regular basis.
Applicants that meet the following minimum criteria will be designated as OneNet Approved Service Providers:
• Minimum of twenty (20) customers in the Government and/or Education sectors
• Minimum of five (5) references in the Government and/or Education sectors
• Minimum of three (3) years in business
• Minimum of $1,000,000 in gross revenue for the past year
In
addition, OneNet Approved Service Providers must be able to demonstrate
the proven ability to provide OneNet clients the following services:

· Network design
· Video classroom design
· Computer lab design
· Technology planning
Client Network Implementation
· Project management
· Wiring and cabling
· Hardware and software integration
· Installation, configuration and testing
· Software and hardware upgrades
Client Network Management
· Complete monitoring of routers, hubs and switches
· Network monitoring 24 hours per day
· Network documentation and updating
· OneNet monthly reporting
· Help desk support
· ISO 9000 compatible documentation
· Proactive problem resolution and prevention
· Asset management
Client System Management
· Software distribution and inventory
· User administration
· Remote desktop problems resolution
· Help desk support
· OneNet monthly reporting
· Job scheduling
· Proactive problem resolution and prevention
· Tape back-up administration
· Asset management
· Print management
Client Technical Support
· Help desk support
· Problem resolution
· Support cost tracking
· Monthly reporting
Client Training
· Systems administration
· Application development
Other Client Services
· Web page design
· Security services
· Routine maintenance and inspections
OneNet Approved Service Providers must ensure that the following meet OneNet's standards for compatibility:
· Local area networks
· Computer and equipment configuration
· Premises cabling
· Video equipment
· Video conference room and classroom design
· Circuit configuration
OneNet Approved Service Providers meeting the above standards must also sign a verification that they will undertake the following activities:
Provide each customer a 'OneNet Customer Information Packet' including the following materials:
· OneNet acceptable use policy
· OneNet membership agreement
· OneNet product and services pricing
· Statewide equipment contracts
· Other related materials
Coordinate the following ordering and implementation services with OneNet personnel:
· Equipment
· Circuits
· DNS Services
· IP address assignments
· Mail services
· Access to other services
· Notification of help desk support
Once the above conditions have been fulfilled, the State Regents will inform the successful applicant in writing that the business entity has been designated as a OneNet Approved Service Provider and is authorized to so represent itself. The State Regents reserve the right to withdraw such designation based upon a good faith determination of a change in the applicant's ability to meet the above criteria or for a failure to perform the obligations set forth in this policy.
As the
goal of the OneNet Approved Service Provider Program is to provide comprehensive,
end-to-end communications solutions for OneNet customers, OneNet's technical
staff will remotely test network configurations to ensure functionality and
interoperability. The State Regents also reserve the right to perform random
on-site technical audits to ensure that work performed by OneNet Approved
Service Providers meets industry standards.
