In 1997, the State Regents contracted with the State Higher Education Executive Officers (SHEEO) to review technology development in Oklahoma and to develop strategies to competitively position Oklahoma colleges and universities in the technology era. Of the 20 recommendations presented in the Technology 2000 PDF Icon report, two related directly to OneNet. Specifically, one recommendation called for the continued attention to and strengthening of OneNet management and service functions. The second noted that the overall governance and policy direction of OneNet should be broadened to include Oklahoma's major "user groups."

Subsequent to the issuance of the report and consistent with the State Regents' operating procedures, the Chancellor requested a follow-up review of the Technology 2000 recommendations related to OneNet. From this review came the recommendation to form a "steering committee" that would be representative of the user community.

It was felt that OneNet's position as Oklahoma telecommunications network could be strengthened through development of a representative steering committee. This committee is now known as the OneNet Advisory Council.

Establishment of the OAC

On March 18, 1999 Chancellor Hans Brisch sent letters to several organizations representing OneNet users such as common education, career-technical education, higher education, hospitals, state government agencies, and libraries. In the letter, he invited nominations for OAC membership. The communication resulted in nominations from 17 organizations. Overall, the names of 27 individuals were provided for consideration and 16 were chosen to serve on the council.

OAC Membership

Members of the OAC serve annual terms with no limitations on reappointment. The first OAC chair was selected by the Chancellor, with subsequent chairs being elected from its members for an annual term. Consistent with other advisory groups to the State Regents, the OAC will be advisory to the Chancellor. In addition, the OAC will provide perspective and guidance for the State Regents' Technology Committee on an as needed basis and be actively involved in OneNet's planning and priority setting. The first OAC meeting was held May 17, 1999.
